Glover & Whiteside LLP is a California law firm, co-founded by attorneys Penelope “Penny” Glover and Joshua Whiteside, which advocates for seniors and supports educational institutions.
Penny Glover received her Doctorate of Jurisprudence from the University of Colorado School of Law and was admitted to practice law in California in 2001. She attended the University of California, San Diego, and graduated from Texas Tech University with her Bachelor of Arts degree in 1996. As an attorney, Penny has practiced Education Law and General Civil Litigation. For approximately 15 years, Penny trained, investigated, and advised educational institutions regarding complaints, technology use, violations of state and federal law, and personnel and administrators. She also served on the Advisory Board of iKeepSafe, a nonprofit which developed materials and a national training for investigating and preventing technology incidents in schools. Penny is a statewide and local speaker on student, staff, and family technology use, cybercitizenship, and information/media literacy.
Prior to co-founding Glover & Whiteside LLP, Penny served as a Certified Volunteer Advocate for the Long-Term Care Ombudsmen (LTCO) for the State of New Jersey. She also served as President and Founder of Advocate Legal Alliance PC. Penny’s Christian faith is an important part of her life and work, and she is daily motivated and challenged by the biblical command “to do justice, . . . to love kindness, and to walk humbly with your God.” (Micah 6:8.) Penny’s prayer is that, through the mission and services of Glover & Whiteside LLP, justice and peace will flower and extend to many.

Joshua Whiteside received his Doctorate of Jurisprudence from Chapman University, Fowler School of Law, and was admitted to practice law in 2012. Joshua attended the University of California, San Diego, and graduated with a Bachelor of Arts degree in 2009. As an attorney, Joshua has represented low-income families for a legal aid organization in the Central Valley on a variety of issues, including access to healthcare, consumer debt, and landlord-tenant matters. Joshua also has extensive experience representing local educational agencies, specializing in First Amendment issues, student discipline, public records requests, and harassment and discrimination investigations. Joshua is a frequent public speaker, including on podcasts and presentations regarding immigrant and LGBTQ+ student rights, religion and religious expression at public schools, and sexual harassment prevention.
Josh also works in furtherance of the mission of his Christian faith, to help and serve others to better their situation in life. Josh strives to ensure that his faith is accompanied by action and to follow the law found in Scripture, “Love your neighbor as yourself.”
